For over three decades, Dr. Talley has been a champion for change in classrooms, communities, and conference rooms. With deep roots in education and a gift for guiding people through complex transitions, she founded Evolution to help individuals and organizations embrace what’s possible when strategy and heart align.
Her work is grounded in a simple truth: growth is never accidental, it’s intentional.

Raquel’s professional path began in early childhood education, where she saw firsthand how powerful the right support systems could be. Over time, she expanded that lens from classrooms to school districts, from public institutions to national nonprofits. Along the way, she became known not just as a leader, but as a builder of systems, programs, teams, and people.
She’s led major initiatives that reshaped how organizations operate, how teams collaborate, and how leaders grow. Whether designing professional development experiences, managing multi-million-dollar projects, or coaching executives to lead with clarity and confidence, Raquel brings insight, structure, and soul to everything she touches.
At Evolution, she combines her deep expertise in project management, talent strategy, and leadership development to help organizations move from intention to action and from action to real, lasting impact.

A Life of Learning & Leadership
Raquel is a lifelong learner with degrees and certifications that reflect her commitment to growth; including a Doctorate in Educational Leadership & Policy Studies from Howard University. Her journey has also taken her to the White House, where she shared her personal story and introduced President Bill Clinton, and to national stages where she’s presented on the intersections of quality, equity, and innovation in education.
She holds multiple certifications in administration, project management, and inclusive leadership, and is currently completing her Project Management Professional (PMP) certification to further expand Evolution’s capacity to serve mission-driven organizations.
